The Cliff Anderson Sports Hall on Homestretch Avenue is getting its roof fixed again. The National Procurement and Tender Administration Board (NPTAB) has published a $24.86 million award for roof rehabilitation, the second roof contract since the building’s modernisation began in late 2022.

The new contract

According to Kaieteur News, the job went to J&A Lumberyard & Contracting Services on September 2, 2026, out of 29 bidders. The work falls under the Ministry of Culture, Youth and Sport. An earlier roof rehabilitation, worth about $9.4 million, was done by Rishma and Sisters Enterprise.

A long list of contracts

The roof award is the latest in a string of contracts on the same building, as reported by Kaieteur News:

  • November 2022: $97 million to ECS Construction & General Supplies for the first phase.
  • December 2022: $89.8 million to ECS for air-conditioning, and $31.4 million to A. Ogransein & Sons for electrical works.
  • Later: $60.3 million to S&K Construction Consultancy Service & General Supply for the northern face.
  • Assorted smaller jobs for plumbing, side walls, rotten boards and ceilings.

The ministry terminated ECS’s air-conditioning contract in 2023 after about $65 million of work, then awarded a further $37 million contract to finish the installation. Minister Charles Ramson said at the time that the termination was over delays and slow progress, not poor workmanship.

In January 2025, Ramson put total spending on the hall at about $321 million. With parking, fencing, an access bridge and lighting tendered since then, and now a second roof job, the final bill is clearly higher, though no updated total has been published.

Why it matters

The hall now seats more than 2,000 spectators and has new bucket seats installed. But the piecemeal approach, with work split across many contracts over four years and a roof that needs a second round of rehabilitation, raises questions the ministry has not answered: Was there ever a single costed plan for the building? Why did the first roof job not last? And what is the full cost to taxpayers so far?

Kaieteur News reported no fresh comment from NPTAB, the ministry or the contractor on the latest award.
